The Demise of the 28-Clause Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the tension triggered by the announcement of a new comprehensive peace framework for ending the war appeared – momentarily – to have been stabilised. A senior US official spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Moscow made its retaliation: a renewed assault of aerial bombardment on Kyiv.

The Rhythm of Peace Talks and Military Action

The sequence of opposing developments captured the harsh reality of the recent timeframe. By day, negotiation efforts are fought: positive announcements are delivered from multiple capitals. Considerable effort is devoted on managing particular approaches. By night, Moscow brutally reminds the world that, for them, war remains the main instrument for achieving "settlement".

After-Dark Attacks

As Russia's attack unfolded into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is able to track projectile deployments from across the border, a ability provided through timely intelligence. From observation points, military aircraft that had been scrambled to intercept incoming guided weapons streaked across the sky – advanced fighter aircraft supplied to Ukraine by Western partners.

Shortly after, Kyiv's air-defence systems engaged: defensive missiles targeted at a incoming threat. This was a sophisticated defense system at work, probably delivered by partner states. Every launch creates sudden vibrations, shaking the windows. The moment of terror quickly becomes resigned acknowledgment: maybe the hostile projectile won't strike its target this time, sparing the city from devastation and further power outages.

Continuous Dangers

Soon after, a large-caliber weapon fired at a aerial vehicle in the vicinity, part of a mobile-fire group – most likely Western-made equipment. Unfortunately, the shots failed to hit the opposing UAV – it continued its flight toward its target.

With pauses, this persisted until dawn. Kyiv faced the morning news: several casualties, destruction and utility failures in numerous residences as a result of the nocturnal offensive. As typically, everyone still maintained normal activities – experiencing conflict. But those entire period encapsulated Ukraine's critical military reliance on Western support – a need that neighboring countries are demonstrably unable to replace in the immediate future.

Unsuccessful Negotiations

The 28-point plan from Washington provoked deep reactions, controversy and serious worry – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.

Every new proposal from US leadership unfolds according to the consistent cycle: a political offensive against Ukraine, which Kyiv, with partner nations, manages to fend off. They manage the tension but never actually secure success. This trend will, certainly, persist.

Strategic Calculations

It is convenient to criticize particular leaders of repeatedly advocating Kremlin's demands. But that does not seem to be the whole story. US administration operates on a principle well known to seasoned negotiators: you cannot win at the negotiating table what you have lost on the battlefield. The White House assumes that it is unrealistic to compel Moscow to abandon the territory that it currently occupies in Ukraine's south or east.

The challenge is that while acknowledging this situation, Washington does little to deter Moscow, through diplomacy or military means, from thinking that the status quo will not shift further in its favour in the months ahead.

Opposing Positions

Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its supporters are nearing depletion. Their motivation to accept conditions that does not give them the greatest potential benefit is almost completely absent. There may be numerous efforts to end hostilities, but they will carry on as long as Russia's government remains highly assured in the conclusion.

On the contrary, Kyiv believes that Ukraine can still persist, slowly losing lives and land but averting a total frontline collapse until situations evolve in its favour.

Current Realities

Objectively, there are no genuine requirements for a truce. Now, individual motivations are entering the equation: political desires to negotiate peace and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to alienate a key ally, and on the other, to unite the population around the national cause against any plan Kyiv finds unsuitable, so that their attention does not move to internal issues. And although their objective will now be much harder after current events, it remains highly unlikely that this will alter their fundamental strategy.

These two forces are driving the talks.

Assessment and Future

It took a only one week to kill the suggested clauses of the latest plan. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the remaining European nations, along with soothing efforts of representatives, and finally, latest revelations, all achieved their purpose.

While new initiatives based on established approaches are forthcoming, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and reflect particular unwillingness to change the course of events, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the foreseeable future, primarily depend on continued Western support.
